What You Need To Know About Public Complaints Commission (PCC)  ...The Nigerian Ombudsman

The Public Complaints Commission was established Initially by Decree NO 31 of 1975 and entrenched by a Constitutional Act Cap 37 (LFN) 1990 with wide powers to inquire into complaints from members of the public concerning adminstrative injustice against any Public Authority and Companies or their Officials.

   
VISION
The sole vision of Public Complaints Commission is to RESTORE the dignity of Man through enthronment of rule of law and the protection of individuals and the organization against ADMINISTRATIVE INJUSTICE..
       
MISSION
To promote an effective and efficient service that is reponsible and responsive to the need of the Citizenry through investigation and resolution of Complaints against FEDERAL,STATE AND LOCAL Government, PUBLIC and PRIVATE Sector, Cooprations and, their Officials.

 MANDATE
The sole mandate of public Complaints Commission is to address any administrarive injustice in any of the government establishments in the Federal, State and Local Government arms of Government. Other mandates are:

(I) To investigate and Conduct Researches In MDAS, CAMA,other Establishments, Governmental or Private Sector and Officials of Such Bodies.

(II) Having access to all Information...

(III) To make public reports.

(IV) To interpret policy and advice Government and Companies..

(V) To investigate adminstrative procedures of any court of law in Nigeria..

RESTRICTIONS:
The commission shall not investigate any of the following:

(I)  Any matter or complaints that is clearly outside its terms and reference.

(II) Complaints or matter that is pending before the National Assembly,the National Council of States or Ministers.

(III) That is pending before any court of law in Nigeria...

(IV) Relating to anything done or purported to be done in respect of any Member of the Armed Forces in Nigeria or the Nigerian Police under the nigerian Army Act,Navy Act,the Air Force,or the Police Act as the case May be.

(V) In Which the Complainant has not  In the Opinion of the Commission,exhausted all adminstrative procedures.

(VI) Complaints or Matter which the Interst is lost by the Complainant.

(VII) Any act or thing done before 29th/July/1975,or in respect of which complaints lodge later than twelve Months(12) after the date of the act or thing done from which the complainant arose...
